The association of Romanian biological poultry producers – BIOAVIROM:

The association of Romanian biological poultry producers – BIOAVIROM was established in the beginning of 2004, by the association of a group of researchers, didactic staff teaching agriculture and producers, so that together with the farmers running ecological poultry farms, with the processors of ecological products such as feeds, meat and eggs, organic fertilizers and other biological products, traders in ecological products, producers of related raw materials that will join the association, we may set up a national network of ecological products.

The founding members together with the future members intend to organize the association so as to establish a professional network specialized in biological poultry production, promoting the modern technologies and practices of the ecological production by implementing management and marketing programs specific to the ecological production and by contractual integration, with the view to promote and use better the ecological products both on the domestic and on the foreign markets.

The association of the Romanian biological poultry producers – BIOAVIROM, was established within the framework of the program for ecological broilers and layer production technology dissemination and for organizing the farmers within a national network, as stipulated in World Bank Project 1872, grant agreement 2269.


The purpose of establishing the association is to set up, organize and develop ecological poultry production throughout the country, to promote the modern technologies and the modern practice of ecological production management, marketing, inspection and certification according to EU norms and to the Romanian laws, so we can develop an integrated national program which to improve the marketing of poultry production both on the domestic and foreign markets.


Objectives of the association:

  • To promote the principles and practice specific to the ecological poultry production with efficiency while protecting the environment by technologies that are healthy both for the man and nature while making use of the Romanian traditions
  • To preserve and develop the national genetic fund of poultry by using rustic poultry breeds and lines, to diversify the products and to ensure food safety
  • To develop national norms and standards for the ecological poultry products in agreement with the international norms and standards applied according to the conditions specific to Romania
  • To develop national and international partnerships with related organizations with the view to promote the national interests and the interests of the associated members while complying with the Romanian laws.
  • To support the interests of the association members by developing norms and principles specific to the ecological production which to harmonize the Romanian laws with the European ones.
  • To inform, and train the associated members on a continuous basis by setting up training and information centres, research and extension centres which to promote the latest technical, economic solutions and the latest juridical news, by hosting symposia and seminaries for on-going training
  • To support the interests of the associated members in developing the market for ecological products by specific actions:

    • Assuming a firm attitude in the name of its members if the governmental and central bodies do not respect their commitments towards the agricultural policies;
    • Establishing contacts with international associations and federations to coordinate the activity and monitor the market for ecological products;
    • Conducting or synthesizing market studies in the interest of the association members;
    • Editing a range of publications such as: a technical and economic news bulletin, a dedicated journal, a website, advertisements and spots, reporter interviews on TV and radio, which to promote the products and results obtained by the association members;
    • Host and participate in national and international exhibitions and fairs to develop partnerships in the interest of the association members.

The association has the following principles:

  • To preserve the natural values and to respect the environment harmonizing the relation between man and nature

  • Support in honesty and correctitude any form of collaboration beneficial to the purpose of the association
  • Observe the trademark of the association and the norms of activity
  • The decisions and actions of the association are supported democratically


Organisation of the association


Structure of the association: the association of Romanian biological poultry producers - BIOAVIROM, has 4 departments, each with specialised compartments:

  • Domestic and foreign relations department:

    1. Forecast and strategies compartment
    2. Organisation and information compartment

  • Economic, Marketing, financial administration and forecast department:

    1. Economic, financial, accounting compartment
    2. Marketing compartment
    3. Purchase, sales and financial administration

  • Production, processing and distribution technical department:

    1. Technologic development, production and processing compartment
    2. Conversion and certification compartment
    3. Law office and ecological norms update compartment

  • Research and extension department:

    1. Applied research compartment
    2. Counselling and extension compartment
    3. Publications

Branches and zonal centres: the association of Romanian biological poultry producers - BIOAVIROM, has the right to establish branches and zonal centres anywhere in Romania and abroad.

The association of Romanian biological poultry producers - BIOAVIROM, will affiliate to the National Federation of Ecological Agriculture.



Association members; rights and duties


Association members – are physical and/or juridical persons, both Romanian and foreign, that agree with and comply with the stipulations of the Statute, that are committed to fulfil these stipulations, that support financially the association contributing to its development.

All association members have the same rights and duties
The association of Romanian biological poultry producers - BIOAVIROM, has honorary members, founding members and associated members.

The honorary members are higher education, science, technical and economic outstanding personalities, with indestructible professional status and moral traits, who struggle to impose the ecological principles for the preservation of nature values and to harmonize the relation of man with the nature.

The honorary members are proposed by the Executive Committee and are validated by open vote of at least 2/3 of the founding members; they may loose this quality by unanimous vote of the founding members cast during and extraordinary meeting. The honorary members are exempt from paying the admission and quarterly fee.

The founding members are nominated in the establishment paper; they are committed to bring their financial and scientific contribution to achieve the purpose of the association. The founding members make major decisions within the organization and have the same rights and duties as the associated members.

The associated members are physical or juridical persons that wish to join the association and uphold its principles, pay the admission fee and the quarterly fee stipulated according to the statute.

The following categories of members are exempt from paying the admission and quarterly fees: students, specialists in different stages of training, master graduates, doctorate students, researchers on trial period, who agree and uphold the principles promoted by the association.

On proposal of the Board of Directors, these members, with meritorious activity within the association, may receive grants for advanced professional training, for exchange of experience, to start their own activity in ecological farms, or they may benefit of other forms of support.


Rights of the association members

  • the association members have full rights
  • the association members may promote ideas and actions to develop specific activities
  • the association members have the right of access to the database and to information on the activity of the association
  • the association members have equal opportunities to benefit of the advantages offered by the association
  • the association members have the right to elect and be elected in the management bodies of the association
  • the association members have the right to withdraw freely from the association by written notice

Duties of the association members

  • the association members must comply with the statute of the association
  • the association members must support the activity of the association
  • the association members must refrain from causing material or moral prejudices to the association or to its members and, if produced, to amend them at own cost
  • the association members must pay the quarterly fee in time
  • failure to pay the quarterly fee for 12 months will result in loosing the rights of association member and in exclusion from the association.

The management bodies of BIOAVIROM are:

  1. General Assembly
  2. Board of Directors
  3. Executive Committee
  4. Commission of Censors

The association of Romanian biological poultry producers - BIOAVIROM, is lead by the General Assembly (GA)

The General Assembly (GA) consists of all the association members and has the right to decide on the policies of action, to elect the management bodies and to monitor the general activity of the association.

The General Assembly (GA) will be summoned in an ordinary meeting once every year upon proposal of the Board of Directors and in extraordinary meetings any time is needed, upon request by at least 40% of the association members presented to the General Director, according to the legal provisions and to the Statute.

The trading companies are represented in the General Assembly (GA) by a delegate each.

The Board of Directors has five members:

  • a President who also is General Director
  • two Vice-presidents:
    • the Domestic and foreign relations director
    • the Economic and marketing director
  • one member - Technical department director
  • one member – Research and extension director

The President of the Board of Directors is the President of the Association of Romanian biological poultry producers - BIOAVIROM.


Funds of the Association

The funds of the association consist of:

  • the admission fee and the quarterly fee
  • incomes from research, counselling, publications, advertising
  • income from own economic activities
  • donations, subsidies, sponsorship, both Romanian and foreign
  • other sources according to the acting laws

The admission fee and the quarterly fees are decided by the General Assembly.

The fees for the financial year 2004 are as follows:

  1. admission fee:
    • physical persons       1.500.000 ROL
    • juridical persons        3.000.000 ROL
  2. annual fee:
    • physical persons       300.000 ROL / quarter
    • juridical persons        900.000 ROL / quarter
